VCF Registration Deadline Framework
The registration deadline is not the same for everyone. It depends on your individual circumstances. For all claim types, if you registered a personal injury or deceased victim claim on or before July 29, 2021, your registration is already timely. Otherwise, the four scenarios below determine your personal injury registration deadline.
If the WTC Health Program has certified a condition as 9/11-related, the two-year registration window runs from the date of the most recent certification, unless the claim was already registered by July 29, 2021. Each new physical medical condition certification triggers a fresh two-year window.
This is the tier where urgency is greatest. A certification letter starts the two-year clock immediately. If you have received a WTCHP certification and have not yet registered with the VCF, register now.
If a federal, state, or local government entity — such as a State Workers Compensation Board or an employer pension fund (for example, FDNY, NYPD, NYCERS in New York) — has determined that a condition is 9/11-related, the two-year window runs from the date of that determination.
If neither WTCHP certification nor a Workers Compensation or pension fund determination applies, but the claimant qualifies for the VCF's Private Physician Process and their condition is verified through that process, the registration deadline is deemed met at the time of verification.
If none of the above apply and there is no government determination that the claimant's condition is 9/11-related, the claimant may register at any time. There is no current deadline. The two-year clock starts only when a qualifying government determination is made.
This is the most important reason to register now even if you are healthy. The moment a WTCHP certification arrives, a two-year clock starts. If you are already registered, that moment creates no deadline pressure. If you are not registered, you may not notice the clock has started until it is too late.
Once Registered, Always Registered
Registration does not expire. Once you have registered for any condition, all eligible conditions — regardless of when they are certified — may be included in your eventual award. A new certification after registration does not require re-registration.

If the victim registered a personal injury claim during their lifetime by the applicable deadline, the wrongful death claim is automatically considered timely registered. No separate registration deadline applies.
If the Victim Was Never Registered and Death Was Caused by the 9/11-Related Condition
If the victim never registered a personal injury claim, but passed because of a 9/11-related condition, the wrongful death registration deadline is two years from the date of death. The timeliness analysis depends significantly on the victim's history with the WTC Health Program. The claim would utilize the VCF's Private Physician Process to connect the death to a related 9/11 medical condition. If approved, then the two-year registration deadline period would be reset and the claim would be deemed timely registered.
The Certified-Never-Registered Scenario: if Death Was Not Caused by the 9/11-Related Condition
This is the scenario where the deadline has real teeth. If the victim was certified by the WTC Health Program, passed due to reasons unrelated to their 9/11 condition, but never registered a VCF personal injury claim, both the PI registration window and the two-year registration window from date of death for a deceased claim may have closed. PPP is not available where the condition was already WTCHP-certified and death was not related, but may be available if the victim developed another covered condition prior to death that had not been certified.
