On September 8, 2026, New York City opened a public portal containing roughly 170,000 pages of records on post-9/11 air quality and the city's response. Most of the coverage is about what the city knew and when. The WTC Health Program's (WTCHP) latest quarterly summary shows something that has never happened before. Of the members certified for a 9/11-related cancer over the lifetime of the program, 28,913 are survivors and 28,131 are responders. Read more →The 9/11 exposure zone is where presence during the covered period may qualify you for WTC Health Program healthcare, VCF compensation, or both, though the two programs draw the boundary a little differently. In general, it covers Lower Manhattan, parts of Brooklyn within 1.5 miles of the former World Trade Center site, the Pentagon, and Shanksville, PA.
Coverage also extends to specific response and cleanup sites outside that core area: routes of debris removal, barges and barge loading piers, the Fresh Kills Landfill on Staten Island, garages and vehicle-maintenance facilities that serviced contaminated response vehicles, and morgues that received WTC remains. The PATH tunnel is named by the WTC Health Program but not by the VCF, which instead asks whether you were physically inside its exposure zone. Whether a specific location qualifies, and for which program, also depends on your role and whether you have a condition certified as 9/11-related.
It depends on the program and the location. In New York City, the WTC Health Program covers September 11, 2001 through July 31, 2002, while the VCF's window ends earlier, on May 30, 2002. At the Pentagon and Shanksville, PA, both programs use the same window, ending in November and October 2001.
Because the two NYC windows differ, it's possible to fall inside one program's dates and outside the other's for the same day and location, so eligibility gets checked against each program separately.

A condition must be certified as 9/11-related by the WTC Health Program, or through the VCF Private Physician Process if an exception applies, before it can support a claim.
Yes, but there are two separate ones. The VCF's claim filing deadline is October 1, 2090, the same for everyone. Registration is separate, individual, and usually much shorter, generally 2 years from the date the WTC Health Program (or another qualifying government entity) certifies a 9/11-related condition.
Registration isn't the same as filing a full claim. It's free, takes minutes, and doesn't require a diagnosis, but it preserves your right to file later, and missing it can permanently forfeit that right.
