Mesothelioma's minimum latency period is 11 years between first 9/11 exposure and first diagnosis, the longest minimum latency the WTC Health Program applies to any covered cancer. This latency requirement is set by the WTC Health Program and has no exceptions.
This 11-year figure is a minimum certification threshold, not a typical timeline. It is the shortest period the WTC Health Program's own research found in case series of people known to have developed mesothelioma after asbestos exposure.
Mesothelioma is widely understood in general medical literature to often take considerably longer, sometimes decades, to develop after asbestos exposure. Both figures can be true at once: 11 years is the floor the Program requires before certifying a case as 9/11-related, while any individual claimant's actual latency may be, and often is, much longer.
Given that more than two decades have passed since September 11, 2001, nearly every claimant's mesothelioma diagnosis, whenever it occurred, satisfies the eleven-year minimum latency on its own. By comparison, blood cancers have a minimum latency of just 0.4 years (146 days), thyroid cancer's minimum is 2.5 years, and most other solid cancers use a four-year minimum.

Non-economic loss compensation for a single cancer condition is capped at $250,000 under the VCF Act. Where a claimant has multiple certified conditions on their own record, aggregate non-economic loss may exceed the $250,000 single-condition cap.
For a claimant with two or more certified cancers, aggregate non-economic loss compensation generally reaches at least $300,000. The current VCF aggregate maximum of $340,000 is reserved for claims involving multiple certified cancers, or a certified cancer alongside another certified condition of extraordinary severity.
