How did 9/11 exposure cause cancer?
9/11 exposure is linked to cancer because the dust, smoke, and debris released by the collapse of the World Trade Center contained a mixture of known and suspected carcinogens. Government-led studies of settled dust and air samples identified asbestos, silica, polycyclic aromatic hydrocarbons, dioxins and furans, heavy metals, and other hazardous substances at the three 9/11 sites, and the WTC Health Program maintains an Inventory of 9/11 Agents cataloging these hazards for use in certification decisions. More than 400,000 people are estimated to have been exposed to 9/11 toxins in Lower Manhattan alone, with additional exposures at the Pentagon and Shanksville, Pennsylvania.
Cancer does not appear immediately after exposure to a carcinogen. There is typically a period of time between exposure and diagnosis, known as latency, during which cellular damage accumulates and a tumor develops to the point of clinical detection. This is why the WTC Health Program requires a minimum latency period for every type of cancer it certifies, and why that minimum differs by cancer type.
Certification does not require proof that 9/11 exposure was the only cause of a particular cancer. The legal standard is whether the exposure was substantially likely to be a significant factor in aggravating, contributing to, or causing the condition.
What is the minimum latency period for 9/11 cancers?
The World Trade Center Health Program requires that each certified cancer meet a minimum latency period from first 9/11 exposure to first diagnosis. If a cancer is diagnosed before the applicable latency period, it cannot be certified. There are no exceptions.
